Adds a small, read-only script to validate that the Docker CLI can reach a running Docker daemon, with quick guidance for Colima and Docker Desktop.
Client impact
Developers get a clear, actionable error message when Docker is installed but the daemon/socket is not available, reducing setup friction when booting Workarea services.
