ah ok so the photon sum rules are being moved from the incidentneutron to the data file. Looks fine to me. If this PR gets merged then would we also need a pypi release of endf to make use of it in openmc |

In openmc-dev/openmc#3799 we plan to get the sum rules from this package
but in openmc-dev/openmc#3758 we need photon sum rules.
So this PR add photon sum rules here.
