Implement the missing Chapter 4 (Rebooting Compute nodes) of the RHOSO 18.0 minor update procedure. Without a reboot, nova-compute may retain stale state after the control plane update and fail to re-register the hypervisor, causing "No valid host was found" errors in post-update Tempest tests.
