I'm waiting for a kubernetes member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Thanks Roman. Can you check whether we don't need to update other parts? We have a week do so.

I think one of the things to update is signature interface.
The second is that we no longer use nomination, but plug directly into the scheduling cycle.
