Looks like that windows build failure was a fluke, I've updated the .ci libraries just in case.

Could you also autoconvert for phoebus and include the bob file, as well?

@keenanlang GitHub has a feature to re-run failed CI jobs, see the Checks tab or just visit the failing check job and look at the top right above the build log. We have to use that on Windows builds for epics-base quite often (although it's not as bad as our CI builds run on Appveyor).
