This PR adds package-lock.json and .npmrc files as per Jira ticket APS-17248.

Changes:

Added package-lock.json to ensure consistent dependency versions
Added .npmrc with package-lock=true configuration
Removed package-lock.json from .gitignore to allow version control


          Add package-lock.json and .npmrc, update .gitignore
