Add two analysis notebooks for Montana's proposed child credit reforms: - newborn_credit_analysis.ipynb: $1,000 credit for children under 1 - young_child_credit_analysis.ipynb: $1,000 credit for children under 6 Both notebooks analyze eligibility counts, budgetary impact, poverty reduction, and distributional effects using the MT state dataset.
