We've had the nonstandard zh-hk.yml file in config/locales for as long as I can remember. A ticket was opened to rename it to zh-HK.yml but instead of renaming it, a new file with the correct name was created. This shouldn't be and it's difficult to resolve on operating systems that have case-insensitive file names (though based on unix, some macOS software, e.g., Adobe products, require case-insensitivity to operate correctly).

This PR syncs non-propagated authors from zh-hk.yml to zh-HK.yml and deletes the problematic file.

It's part of ongoing translation work but also part of #1180 as the lower case file name is responsible for a test error.
