We've had the nonstandard
zh-hk.ymlfile inconfig/localesfor as long as I can remember. A ticket was opened to rename it tozh-HK.ymlbut instead of renaming it, a new file with the correct name was created. This shouldn't be and it's difficult to resolve on operating systems that have case-insensitive file names (though based on unix, some macOS software, e.g., Adobe products, require case-insensitivity to operate correctly).This PR syncs non-propagated authors from
zh-hk.ymltozh-HK.ymland deletes the problematic file.It's part of ongoing translation work but also part of #1180 as the lower case file name is responsible for a test error.
