Updates the AzureRM Terraform Registry link in the PostgreSQL release notes to point to the Flexible Server resource documentation (instead of the obsolete “single server” resource), and avoids pinning to an outdated provider version.

Changes:

• Replaces the azurerm Terraform Registry link from postgresql_server (legacy) to postgresql_flexible_server.
• Updates the provider path to use the Terraform Registry “latest” docs URL.
