Description

We no longer need the constraint on io-classes-mtl and wai-extra.

Checklist

Note on CI

If your PR is from a fork, the necessary CI jobs won't trigger automatically for security reasons.
You will need to get someone with write privileges. Please contact IOG node developers to do this
for you.

Same as @smelc 's question for actionlint.yaml. Seems redundant for merge queue.

Hydra error will be fixed by IntersectMBO/cardano-api#548 so force merging because we want other changes.
