Added logic to check input type for Block name

Description of work

This addresses the issue: 8850

To test

1. Checkout the branch
2. Replace the file Python3\Lib\site-packages\genie_python\genie_waitfor.py by newly downloaded genie\src\genie_python\genie_waitfor.py
3. Start Ibex server and Ibex client
4. Go to Scripting screen and type in g.waitfor(1)

Acceptance criteria

1. An appropriate error message is shown informing that the input is not a valid block name.
2. If nothing or "None" is input then it should work as before since block name is optional.

we install pytest as a dev dependency in genie, so you don't need to try and patch the sys module here (which is also not very good practice and we should be using mocks instead). Instead you can use

The pyright issue has been bypassed because the offensive piece is to cover the case in the code change.
