test: Disable health tracing and endpoints during debug

• Disables the tracing of Health endpoints to prevent the obscuring of functional traces by noise.
• Automatically turns Health probes off when debug is active to prevent the pod being killed when held on a breakpoint
• Sets an environment variable when debug is active to allow the plan developmemt environment to detect this and warn accordingly
