this function is highly similar to code in several other tools and is a candidate for abstraction, but it's not close enough to justify blocking this as a PR
see, e.g., item.lua (L182-199), archery-practice.lua (L29-L44)

Adds a new tool:
resize-armor.An armok type tool which will allow players to change the size of any armor/clothing item to suit any creature size.
Players will be able to resize armor/clothing to suit their adventurer in adventure mode or artifact armor/clothing found in obsidian geodes/adamantine pillars to suit their citizens.
The resize defaults to the race of the adventurer/site's civ race but can be specified to be for any race.
