Proposes Known Values for lifecycle roles in Gordian Envelopes — contributions that occur before or after the creative act itself.

Roles defined:

• Commissioner — Decided what should exist and initiated its creation
• Distributor — Made the work available to its intended audience
• Steward — Provides ongoing care for the work over time

Codepoints: Community range 1100-1102

Complements the creative contribution roles in BCR-2026-008, which focus on what happens during creation.

Seeking rough consensus; willing to use 100000+ range if community prefers.
