Is widgets are disabled in the General settings then using the Add Widget menu has no effect. This is fine if you remembered that you disabled the widgets, that setting even exists, and where to find it. It might be confusing for some to see the 'Widget' menu, try and add or configure widgets and for the home screen to do nothing.

Describe the solution
We could simply add a toggle at the top of the Widgets menu to enable/disable widgets functionality. This way it is clear whether the feature is disabled and easy to reenable if desired.
We could even consider disabling configuration of widgets whilst the feature is disabled (grey out the list of widgets in 'Add Widget' menu..
It could also stay in General settings.
