Difficult to select a link target - cannot go directly to a topic - have to navigate through the structure

Previously, when I added a link to a topic, I was able to search for the topic based on the topic title, regardless of where the topic was in the structure.

So for example if the topic title was Adding widgets, even if it was under Widgets>Managing widgets>Adding widgets in the TOC structure, I could search for Adding widgets and the link target search would find it and I could select it.

I can no longer do that. I have to know what the top-level parent is and then navigate down to get to the topic. To continue the example, I have to start with Widgets and then navigate down through Managing widgets before I can select Adding widgets as the target.

This makes adding links take longer. It was much easier to search directly for the topic that I wanted.
