Re-enable conformance tests in CI

The conformance test workflow was disabled in #2007 because the client-conformance job has been consistently failing. The workflow_dispatch trigger is preserved for manual runs.

This is a tracking issue to re-enable the automated triggers (push on main, pull_request) once the underlying failures are fixed.
