What's the difference between the `app-` and `starter-` projects?

Looking at https://github.com/e18e/framework-tracker/tree/main/packages
and trying to figure out what's what, so I can best contribute some additions 🥳

I just asked the same and was told:

No maybe I have not made it clear. "starter-" packages are the default set up the framework recommends, we do not touch anything here. Used to measure basic stats. "app-" is where we do configure different routes to test features like SSR and SPA for example

I'm sure updating the READMEs would be appreciated :-)
