Windows Server 2022 (Image Version: 20260127.11.2) Could not load file or assembly 'Azure.Security.KeyVault.Keys, Version=4.4.0.0'

Description

In the new windows 2022 Image Version: 20260127.11.2 the SQL version downgraded from

SQL Version 22.3.0 has an issue with the keyvault version see incident #10216

This problem is now back but then in this window images. Is there a reason why it is downgraded to version 22.3 and can it be fixed ?

The new SQL version 22.4.5.1 don't have this issue. So I installed this version manually as hotfix.

PowerShell Module version pinning was a response to #13578 issue.
Since both module versions are problematic, we are evaluating which one to keep on the image
