sensor: Watchdog

Run a watchdog.

Should require all tasks to periodically check in. Run it in the `systick` interrupt

Reset if a task doesn't check it at the correct rate. (windowed watchdog?)
Set alert flag for 10s after a watchdog reset using the status register
